Help! advice needed which boiler, electric/oil/wood chip?

Can anyone help me please? we have a oil central heating system which runs from a hesse range boiler/oven. It runs 10 radiators and heats the water. The problem is that the house is always cold as the radiators don't get very warm. The system is aprox 15 years old and we feel it is time for a new boiler but don't know if we should look at electric, oil (again) or wood chip. Natural gas is out of the question as it hasn't reached our village yet. Can anyone point us in the right direction please? it needs to be as economical as possible as well as been efficient.
