Can you mount a boiler internally within house?

I live in a house where the boiler is about 30years old but works fine (he says). Our heating bills are astronomical. The boiler is in the kitchen, with tank in roof, and hot water cylinder in airing cupboard. The boiler is within a cupboard on the floor in the kitchen - it's a great big iron thing. The boiler is flued through the chimney stack - which is not used (ie there are no working fireplaces in the house). A plumber has told me that now you can only mount a boiler to an external wall. This would be a massive problem and cost a fortune as all the pipework would have to be reworked and most of the kitchen taken out to do it.

Is this true?

The house is old (Victorian) high ceilings and very cold. Are these new boilers really a lot less to run in terms of ££. I am currently spending about £500pcm on heating only (it's a four bedroomed house, before you think I live in a mansion).

Which is the best and most reliable make?

It is NOT true that a boiler must be on an outside wall but it is true that most are mounted there. some Gas boilers can be used with a vertical internal flue and most oil boilers can be connected in this way. You haven't said your fuel.
a condensing boiler must be able to dispose of condensate (water ish) from the boiler but this can be pumped if it cannot directly drain
