e2000 and electric thermal stores not coverd by SAP

Could anyone add any light on this ??? I have mate who has a been looking at electric central heating thermalstore boilers, in conjunction with Scottish powers E2000 tariff, i have been told that the tariff being used is not on SAP indicating this tariff should not be used as it does not meet the standard???
