santon premier plus cylinder

I have recently moved into a house that is about 4 years old. the cylinder that is installed is a santon premier plus. I notice that there is no cylinder jacket on this. should it have one?

if this is an unvented cylinder then no cylinder jacket should be required as they have insulation in the casing
